BETWEEN THE POWERS. (Received Last Night, 11.35 o'clock.) BERLIN. October 10. Herr von Kiderlin. Wa editor. Minister of Foreign Affairs, in a speech at a banquet to delegates at the Exhibitions,. Conference, said he. was firmly convinced that none of- the States there represented would be affected by the events in .South-east Europe. The Powers had come to an understanding with a view to confining the disturbances locally, and. with goodwill on all sides, the spread of the conflagration would be prevented. Tn ease of necessity, the* clearing of the debris and the rebuilding on the site of the fire would be carried our with friendly co-operation. This hope was strengthened by the news that peace had been signed between Italy and Turkey. The news-papers have coolly received the proposals, and are doubtful whether they are possible, now that the war has begun.
