RKA.I) A TFfriin TIME. (Uu Telcijraph — Vres* Association.) WELLINGTON. Last Night, On tli"? motion for the third reading of the Defence Bill in the House of Representatives to-night, Messrs G. \V. Russell, A. Hanan and A. M. Myers urged the Minister for Defence to keep down the expense, tlio latter .saying that the cost, should he kept down to Lord Kitchener's estimate of £IOO,OOO per year. Sir Joseph Ward thought the Jiill tended to make the system stronger and hotter. The Hon J. Allen, in reply, said there was no reason why. when the scheme, was in working order, it should cost more than "1*400,000 per year. During the first year there was necessarily a heavy extra expenditure for equipment. One hattery of gunshad cost '£86,000. He did not helieve in saving money at tlio cost of efficiency. Tlio Bill was rcac! a third time and passed.
