AUSTRIA'S POSITION
NEGOTIATING WITH RUSSIA. TO AVERT A NATIONAL CONFLICT. (Received This Morning, 12.30 o'clock.) 'VIENNA, October. 14. The Nieu Wiener Tagelbatt denies the report that Bosnian volunteers are jdining Servia. Count Berchtold, Minister of Foreign Affairs, initiated negotiations, with a view to averting an AustroIlussian conflict during or after the "Balkan war. He asks Russia to approve of the annexation of Bazar by Servia or Montenegro. Nevertheless, Austria is apparently indisposed to give a pledge to refrain from new conquests in the Balkans. There are persistent rumours of orders being given for the mobilisation of four Austrian army riorps. There is raiuch comment, at M. Basic's (the Premier) remarks to the Nen Frei Press representative, in which he says that if the other Powers interfere Russia will interfere likewise, and then there will be danger of a world's war. The remark' is interpreted as Russia's answer to Count Berchtold concerning .the maintenance ! of Austrian interests in the Balkans.

There is a terrible lack of hospitals in which to deal with the wounded. The Turks have .been forced back. They burned many Mallissori villages. BULGARIAN SPIES ARRESTED. TUKKEL'S ARMY. - (Receivsd October 14, 8.5 a.m.) CON STAN TIN OPLE, Oct. 13. Fourteen Bulgarian spies have been arrested at Adrianople, When the mobilisation of the First and Second Turkish armies is completed, it is estimated that 450,000 men will oppose the Bulgarians, and that two divisions will oppose the Montenegrins. The Porte proposes to exert Turkey's chief strength against Bulgaria. MINIMUM DEMANDS OF BULGARIA. (Received October 14, 8.7 a.m.) SOFIA, October 13. There are indications that the minimum Bulgarian demands will be the appointment of neutral Governors in the Christian provinces and the j creation of an Elective Assembly. BOURSES "PANICKY.'' (Received October 14, 8.20 a.m.) LONDON. October 13. The Continental Bourses arc in a state of panic. This is. largely attributed to "hear" speculators, though the German public are losing confidence in the ability of the Powers to localise the war. SEItYtA REJECTS THE NOTE. REFORMS IN MACEDONIA. (Received October 14, 2.30 p.m.), LONDON, October 13. Servia has rejected the Note of the Powers, and demanded reforms in Macedonia under control of the' Powers, and Balkans States; also, demobilisation of the Turkish troops. SOFIA, October 14. The Bulgarian demands include Belgrade-Swiss Governors, with gendarmerie and militia under Belgrade ' and Swiss officers. The reforms must be entrusted, to a superior" Council controlled by the Powers and the > Balkan States, to be carried out with- [ in six months. The public has acclaimed a declaration to make Servian and Bulgarian money interchangeable. Many Christian deserters from the Turkish army have entered Bulgaria.
