THE LEGISLATIVE COUNCIL.
True to promise, the Prime Minister \ introduced his resolutions affirming the desirability.of a reform in the constitution of the Legislative Council. The proposals contained in the resolutions are comprehensive. They provide for forty members of the Council, to be -elected over four constituencies on the proportional representation system. They also provide for a dissolution in the event of a deadlock . between th-e two Houses. The amend- » ment- proposed by Mr Russell, to the- 1 effect that a reform »i the system op; electing the Lower House should procede reform of the Upper Chamber, was intended, no doubt, to obscure the issue and embarrass the Government. \ The Premier is right in saying that I the time will come when the propor- i tional system will have to be applied I to both Houses. The mandamus from the country, in the meantime, how- I ever, has been for -the reform of the Legislative Council, and a. start will< have to be made with this Chamber. I
