There is one point that seems to havo escaped tho notice of the Masterton
Trust Lands Trust in the allocation of its grants. The scholarship fund lias gone to those children who have qualified alter spending a period in the secondary department. No encouragement whatever lias been ottered parents in poor circumstances to allow their ofhspring who qualify lor free places to remain in the secondary school. Tho cost of books, etc., in the secondary department is so high that nija.ny parents withdraw T.hcir children from school alter they havo secured a certificate of competency or proficiency, VV'oukl the Trust, not be doing an excellent service to the community if it were to make a small grant to children attending the secondary classic, to enable them to pay for their school-book:-'If this were done, the offspring of poor parents night ho enabled to avail themselves of the higher education offered at -cur District High .School.
