Without discussing the merits or demerits of the charges made by the .Minister of Finance concerning the disbursement of loans to local bodies, one cannot help thinking that the boroughs of the Dominion have scored heavily of late at the expense of the country districts. While munieipdities have experienced little or no difficulty in securing large sums of money to prosecute works of a more or less unimportant character, County Councils have been starved, and unable to; carry out road-making and other -undertakings requisite to the development of the resources of the country. Whatever may he the resuit of the investigation of the Public Accounts Committee, the fact cannot bo denied that the towns have benefited at the expense of the countrj.
