FIRE LOSSES.
A return furnished to Parliament shows that the total losses by fire in the Dominion during the last eight years has amounted to £-1,540,116. Tho loss last year averaged 12s per. capita of the population. This, it is claimed, constitutes'a record for tho world. Whether the heavy losses are dw to over-insurance is a matter for speculation, pure and simple. Possibly, were the Government to institute a system of endowment for insurance, as has been so consistently advocated in these columns, the lire losses would not be so great. The present system, under which insurers pay for years and then have their risks cancelled and their buildings condemned, is an incentive to the application of the firestick.
