AN IMPORTANT NOTICE: OMINOUS hU:,IOL T Ki. (Jlc-celved This -Morning, 1.10 o'clock.) SYDNEY, September 21. A Gazeico notice to mariners announces that in connection with manoeuvres or in the event of strained relations between Britain and any other naval Power,, vessels may be appointed to examine ships entering certain ports. The establishment of an examination service was never advertised, but whenever relations are known to bo in a state of tension a shnrp look-out must, be kept for the examination steamer. Seamen declare that this is the first notice of the kind issued here, and indicates the laying; of mine-fields. One master says that the first loud of the v,"r storm is gathering in the North Son. Another say-; that vessels of a. certain nationality, running to Australia, have reserved cool to carry them r few weeks' further journey. Tt'i-s stated that extended leave has been cancelled in the British Navy for one yeat.
