AND THE RECALL SYSTEM. • (Received Last Night, 11.15 o'clock.) NEW YORK, September 20. Mr Theodore Roosevelt announced that if when ho is elected president, the people are not satisfied that the "recall" system could be established, he wjll willingly leave office if asked.
