IS IT OLD OR NEW? (Received Last Night, 9.20 o'clock.) SYDNEY, September 19. The Government Astronomer, com;meriting on tho suggestion that the comet now in evidence is not new, but that it was discovered by West'plial in 18-52, says it is too early to ■attempt a comparison between the ,two, but if the elements comperted .ar.-> even approximately correct, the comet cannot be that discovered by AVestphal. .
