PEACE PROPOSALS GUARANTEES REQUIRED. (Received This LONDON, September IK Advices from Paris indicate that Turkey desires Tobruk, as a port of access to tbe Hinterland. Italy is not likely to agree, as Turkish possession might prove an obstacle to-Italian penetration. Italy is favourable to other proposals, and also surrenders tho Aegean Islands, subject to guarantees in favour of the Christians. She will not. however, guarantee a Turkish loan.
