TO BLOCK THE STRAITS OF DOVER. (Received Last Night, 11.30 o'clock.) THE HAGUE, September 17. General De Beer, of Portugal, in an article in tho newspaper Yaderland, criticises M. Germinet's argument tliat Franc/-, in a bio to block the Straits of Dover in war time, as incredible. Ho says that this would inflict an incalculable loss on Dutch commerce, and he suggests that an official statement on the subject would not" be out ••>; place.
