TREATY MATTER RUSSIAN GOVERNMENT'S INTIMATION. (Received September I', 8.50 a.m.)
ST. PETERSBURG, September 8; Tho Russian Minister at Pekm has intimated that, owing to Chinajgnoring tho proposals to revive the Treaty of St. Petersburg, made in 1811, Russia, in accordance with Article 15, has decided that the treaty shall continue for ten years more, but that special concessions in regard to duty-free trade made in respect of a zone of fifty versts oh either side of tho frontier shall be abolished, so far as the Russian side is concerned, in 1913. Russia will not object to simultaneous abolition of the same privileges on the Chinese side.
