The evils of the shouting system wore referred to by Mr A. E. McCarthy,.S.M. to-day in the case pertaining to, J. P. Flinn, a Lodge secretary, who had ascribed the theft cf monies to the fact that drink had undermhided his moral fibre.
Tho Magistrate said that he thought it a fitting opportunity, to call attention to the much-needed reform in the Licensing Act. Shouting was the. means by which men, especially young men., were induced to leave the path of sobriety. He referred to the system of "shouting," and said that the Legislature .should make "shouting" illegal and impose penal-, ties upon all concerned when once a charge had been proved. The licensee, the bar tender, the person who shouted, and those accepting his hospitality, should be made equally liable. Men went into a bar primarily to assuage their thirst, and when they got there half a dozen acquaintances were frequently met. The system of shouting all round instituted this, and that was where the harm cr.me in.
