A BILlf BEFORE PARLIAMENT.* SECOND READING CARRIED. (ByTehgraph—Press Association.) WELLINGTON, Last Night. Tn the House of Representatives thifi evening, Mr R. McGillum (Wairau) moved the second reading' of the Validation Bill, validating marriages between a mm and his deceased wife's niece, or between a woman and her deceased husband's nephew. .- The Hon. J. Allen said he did not think it a desirable to open the door to people who 'contracted illeg.il marriages with the hope that the law would be amended in their favour. Mr L. M. Isitt Mr Allen's views-as "hidebound Conservatism." The objections to the Bill were purely ecclesiastical. The Churches had no right to limit the freedom of the State, or of the people. Mr W. H. D. Bell said that alliances of the kind were abhorrent, tn him. Mr G. W. Russell thought a report should be obtained from tho Judges as to the operation of our marriage laws. The second reading wa«i carried on. the casting vote of the Speaker, who held that if marriige -with a deceased, wife's sister was legal, tho Bill should pass. • • , '
