CO-OPERATIVE LABOUR.
A deputation from Marlborough, which Waited upon the Minister of Public Works last week, urged that the co-' operative system be/ abandoned in> the construction of public railways, nnd that a system of small contracts be adopted in -ity stead. There is very little room for doubt that the co-op-erative system, as applied to public works., is unnecessarily expensive, Not only so, it delays the completion of railway and other works, and thereby involves a serious loss of revenue to the State.' The Government will have to review the question at an early date. It would, of course, be unwise to turn 7000 co-operative labourers immediately adrift. The change to the contract system might be made gradually,' so that no unduehardship would be imposed. It seems to us that the State cannot afford to squander its revenues, even to prevent unomn'oyment. particularly when there is n demand for labour throughout the country.
