PROPORTIONAL REPRESENTATION.

The deputation which waited upon, the Prime' Minister yesterday to urge the adoption of the system of proportional representation, met with a sympathetic reception. The Government, as Mr Mas-sey pointed cut, has already decided that the principle should he applied to the election of the Legislative Council. If the principle is affirmed by the Council, the Government will he morally bound to apply it f> both branches of the. Legislature. The suggestion that it should also apply to local body elections is a good one. The- Prime Minister was quite justified, in the circumstances, in saying that the attitude of the Government on the question would depend largely upon the fate of the measure now before the Council.
