The Cologne Gazette blarney Montenegro for the friction with Turkey, and states that the latter may possibly declare war against Montenegro as a way out of a difficult internal situation. Tlie Powers are urged not to permit Montenegro to create trouble. • The Porte has invited the Montenegrins to withdraw the troops from Berana. Tho Pqwers have made ■similar representations.
