THE LEGISLATIVE COUNCIL.
The Legislative ,Councils [Elections Bill, which provides for the election, on the proportional representation, system, of tho New Upper
House, was fully explained yesterday.by the Hon. H. D. Bell. The Leader of tho Council made it clear that the object was to make the second Chamber an effective legislative body. He pointed out that the method of putting the Act into operation, and tho question, as to disputes between the two bodies, had been designedly omitted from the Bill. Why this should be so, we- are at a loss, to know, and the Minister, apparently, did not take the trouble to explain. Tt would seem, from the speech made by tho Loader of the Council, that tho Government has no intention of passing tho Bill tli's session. It. merely wishes to establish the principle of election a> gainst nomination, and to defer the rest for another session.
