FILLING IN TIME.
People are doubtless wondering why so much time is being wasted by Parliament in an irrelevant discussion of political superfluities. The debate on the Budget is serving no useful purpose, so far as the country itself : is concerned. . It has no more influence upon the legislation in prospective i than has the man in the moon. But it is necesoary that the constituencies should suffer the infliction, in order that the Government may be afforded an opportunity of preparing its policy measures. This is an explanation of the whole thing. Mr Masscy cannot, of course, be bhvmcd for seeking time in which to perfect the important business ho intends bringing before th? House. , Tn the short •recess after his accession to office, he • bad no opportunity of preparing his Bills. It is as well, however, that the community should know just why it lu'if. to endure the ■superfluity of speech which at present emanates from Parliament.
