Mr Bonar Law, Loader of the o>positaion, in a letter in reply to what he describes as Mr Winston ChureiiiH's "rhetorical contribution," sav? that the Government won the last election by parading the preamble of the Parliament Bill, pledging reform of the Second Chamber. There Would have been a real danger of a civil war if the Government had been allowed to move blindly to the precipice, without a clear warning of the dangers confronting them.
