With a view to preparing to abrogate the freedom of, the Rhine treaties, Germany threatens to construct/ a direct canal between the Rhine and the North Sea unleas Holland accepts a scheme of heavy tolls and the transference of the control of the Rhine, including the Dutch section to an' \aternnational Board, in which the .balance of power would be vested in the German States bordering on the river
