(Received Last Night, 9.10 o'clock.) LONDON, August 9. Lord Justice Moulton has succeeded Lord William Robson as Lord of Appeal. Justice Sir John Andrew Ham- | ilton has succeeded- Lord Moulton. Mr Si A. Rowlatt, junior counsel to 1 the Treasury, has been appointed anew judge. Lord Say and Sele will succeed Lord Liverpool, the New Governor of New Zealand, as Controller of the Royal Household.
