A state of siege in Salonika has been proclaimed as a preventive 'measure. Pourparlers for the settlement of ithe Montengrin incidents rising out of the frontier dispute are -progressing. SERVIAN-BULGARIAN ALLIANCE CONCLUDED. (Received August 9, 8.20 a.m.) ST. PETERSBURG, August 8. An alliance between Servia and Bulgaria has been concluded.
