WASHINGTON, August 9.

The Senate lias exempted from tolls all ocean-going vessels registered in America, provided the owners permit the vessels to be used by the United States in war-time. Tlie New Yoirk Evening Post declares that the Senate's vote is a greater disgrace thafi a naval defeat. "The Senate," the paper states, "is willing to sell its birthright of good faith and fair dealing for a mess of tolls."
