MR ASQUITH'S SPEECH WELCOMED IN GERMANY. (Received LaiSt Night, 9.25 o'clock.) BERLIN, July 29. The "North (Sea-man Gazette" welcomes the Eight Hon. H. H. Asquith's speech as a proof that both countries. have give'n in, and that in special cases they will seek and be abb to find an agreement, notwithstanding that they have mutually recognised the right of arrangement for naval construction' according to the respectdve countries' requirements for &3cuiritv and defence.
