THE POPULATION QUESTION.
The Eugcuics Congress, which ij> at present sitting- in London, has attacked one of the most serious problemErafroctlng the British race to-day —that of the declining birth-rate. Tho announcement tlwt the foreign population is Increasing in America and England out of aii proportion to the native population! is sufficient in itself to create alarm.
