ELECTION OF MAYOR.
While- it is hardly to bo expected that the Municipal Conference will endorse tbe> remits from Wellington atid Masterton in favour of the election of Mayors' from the Council, it cannot ho said that the present system of e'ecting the Chief Magistrate »n----nuafly is conducive to good local government. The experience in Victoria has been that the election of the' Mayor by the Council has resulted in a better class of .Councillor offering hiis services to the burgesses. The time, has:' gone by when' the Mayor is regrded purely and simply a..? a fig-ure-head. He moist, or should have, a knowledge of municipal matters. To obtain this knowledge, it is essential. that 'be .should have spent a period of apprenticeship at the Council t<ibie.
