A Napier paper, which lias gained quite a reputation for romanco, has given currency to the report that Stir William Ruesell wi'M bo called to the Upper House, .and probably .be given the portfolio of Education. In virew of the associations of the past, tUie appointment of the Squire of [Flaxmore to the Upper Chamber, popular though it may be, is a eontiugenicy too demote to be seriously discussed'. But assuming that the Pirime Minister were to so .far disregard the interests of M.s Party r.19 to innk© the appointment, it is absurd to think that lilie would lb© given a 'portfolio. The Napier paper would be pleased, 110 douibt, if such an event were to happen. But it will not.
