{ In our issue of yesterday we indicated that one of the ipoliey measures of the new Government would probahly be •the reform of the Legislative Council i by making that institution elective. To achieve this purpose, it may be (necessary for Mr Massey to recommend the 'temporary appointment of a number of new members of the Upper Chamber. The Council, as at present constituted, may accept tho inevitable 'and place mo serious obstacle in the 'way ,of ; the passing of reform measures. Should' it do so, the country will be i "saved a igood deal of unnecessary expense. The alternative is obviously the appointment of a number Of new Councillors.
