MINISTERS IN ENGLAND
PROPOSED OFFER OE DREADNOIGHTS.

LONDON, July 4
The Hon. R. L. Borden, Prime Minister, and four other members of the Canadian Cabinet, have arrived, making seven of the Canadian Ministers in England. The newspapers have published eulogistic articles in reference to Canada's defence proposals.
The Times's Toronto correspondent states that it is understood that the Canadian Government will offer two or three Dreadnoughts, costing from twenty to thirty million dollars, to bo constructed in Britain in partial discharge of its own immediate duty.
Mr Borden's Government will, it is said, be as zealous for equal partnership in the Empire as Sir Wilfrid Laurier's Government was for autonomy for the Dominion.
