LOCAL GOVERNMENT BILL.
The Goveirnment lias lost no tiara in bringing down its Local Government Bill. The .main features of the measure are tho provision for a more assured finance for local bodies, and the establishment of a IxwaJ, Governraiein Jkii/rd. The object is i£ remove theV-.'responsibiliby for the construction, of roads and bridges entirely (from the State, and to place it in the hainds vf local autlrarifcies'. This :g a political consummation devoutly to bs desired. The proposal to 'leave the franchise as aifc will meet with a good deal of oppos'tion from those who regard the existing system as anomalous:' and undemocratic. In view of the unoMtain 'state cf parties, it - .s quite .useless alt the present juncture to emter mi<i a detailed , criticism of the measure.
