FOUR MILLION LOAN.
The debate in the House of .Representatives on the question of'tlh.o four .million loan was' toy no means illuminating. The only real point ait issue was whether a long or., short-dated loan could ibe the more advantageously raised. One side contended' in favour 'of a long-datedloan. at- a higher rate of interest, and the other in : ''favour' of short-dated; deibeiituires. After all', 'the difference .between /,;■ the: .'two is not very material. The Cov- . crnment assei^. thait ; ,it- acted; on''the,', iadvice of, feiiaiicial !expCTtVat - eaid/'iand' if .it 'did soj 'it : de•serving • of' all the criticism, to which.; it was subjected yesterday. We cannot ; agree with the Minister of I*in'ance, liowever, that the discussion of
financial matters should be.' raised above party. While the party system exists, the one parfHrcdar issue in which business capacity coun;te is 'finance, a/nd ihe Opposition is clearly entitled to demonstrate 'that the occupants of the Treasury buaches are •not transacting the affairs of the cojra-try'm a business-Kke manner.
