REDEEMING; THE NATIONAL DEBT. (Received Last night, 10.25 o'clock.) LONDON, Juno 20. The Times says that the Government will announce on Monday the disposition of the surplus. It is understood that three or four millions will go to the redemption of the National Debt, and that the restwill be devoted to the purposes foreshadowed in tho Budget Speech, including the Navy.
