SCRAMBLE FOR PERMITS.
■The scramble for totalisator permits ■which is going oil' in vamious parte of the country is a testimony to ■tih© inefficiency c'f the legislation passed for the minimising of the gambling evil. Judging from the totalisator figures /supplied during the last few imonths, it' woullid appear that since the racing permits were, reduced the gambling propensities o'f the people have alarmringfly developed. A monopoly has been created in gambling, and 'the inch clubs have (been made richer at the expense of the poorer. Gambling through the totalisator is father right or wrong. If it is 'right, as a considerable section of tie oonnmunity takes at to be, there .should Ibe no monopoly in- .the Ibtitsiness. If it le wrong, it 'shouilld be 'wiped out entirely.
