It is very mice of the Hon. G. W. Russell to -suggest that the Local Bodies Bill be put through Parliament before • the parties come to grips. It is, however, of far •greater' moment to the country that its Legislature should be on a soil a 1 [•footing than its local foodies should be j oared for. Russell. , The •first duty of Parliament ,is to jealously guard its constitutional privileges, and •Mr Husisefll must know that " : t would be degrading the constitution for any Ministry which is in a minority in +.} ie .House to introduce legislation, ho ifc ever so beneficent.
