SHIPBUILDING PROGRAMME ALLEGED GERMAN DESIGNS. (Received May 29, 11.30 .a.m.) WASHINGTON, May 28. Efforts are being made to induce the United States Congress to reconsider the Naval shipping programme. The representations include assertions that Germany designs to break the Monroe doctrine by the annexation of parts of Brazil. The anti-American tone of some of the German newspapers is subject for comment.
