T. .Mackenzie, in welcoming the delegates, said he was not himself in favour 'of education being placed in the., hands of Provincial •Councils. Why, in the name of conscience, then, did He submit to the iOoniference a measure containing this very proposal? If the Prime Minister does not believe in this important .part of the OBliffi, will! he kindly tell an lanxious puMic just which portion's of the Hill he does believe in ?
