The point has heen raised as to whether the Masterton Borough Council is. acting strictly within its functions in. setting up a committee to enquire into the matter of closer settlement and industries. The Borough Cluneal has no power to pledge the public estate for the realization of .such projects as the purchase -of lands for settlement or the .establishment of. factories,. It has, however, JurisdictJbn over all matters making for the advancement of municipal! interests; and in the exercise elf this Jurisdiction in its fullest scope it lis to be commended.
