HOME RULE BILL
SOME OF ITS PROVISIONS COMPOSITION OF PARLIAMENT. (Received Last Night, 5.5 o'clock.) LONDON, April 6. 'Hie "Guardian" states that the Homo Rule Bill will contain provisions for a Council of forty-eight, of which twelve will be nominated, and an Assembly of 103. The Customs and excise will be-Imperially controlled.for a sexinnium, after which the Iru-h. legislators will control them, subject to a perpetual Anglo-Irish frcetrade.
