NEW BANKING SCHEME ASSISTANCE FOR JAPANESE BANKERS. (Received Last Night, 10.10 o'clock.) TOKIO, March 29. A French-Japanese- Bank, with a view to encouraging tlie introduction of French capital, is being formed. Japanese bankers have found themselves unable to take a full share of the Chinese loan without external assistance.
