MASTERTON BOROUGH COUNCIL

oAO J NAB V meeting. The ordinary meeting of the Masterton Borough Council was held last evening, in the Council Chambers, there being present— His Worship the. Mayor (Mr J. M. Coradine), and Cra. H. J. O'Leary, J. Elliott, E. W. Temple, T. G. Hoar, W. Candy, W. Pragnell, J. C. Ewington, A. Donald and J. P. Prentice. A letter was read from the Master ton A. and P. Society, endorsing the action of the Borough Council in arranging to draw up a bye-law to regulate motor traffic wihin the Borough.— The Town Clerk stated that the framing of the -bye-law was being held over, pending the receipt of further necessary information on the matter.— The Mayor thought that the chief difficulty was as to what would be considered a reasonable •speed limit, and he thought that the Council should Lave legal advice ou the matter before the bye-law was* : drawn up, as bye-laws drawn up ,in other towns had already proved treeless.— It was decided to instruct the « Town Clerk to get the necessary information in this connection, and have the !bye-law drafted as. early as possible. ■ . \ In connection with the Borough Pound, a discussion took place as to the stand' taken by the County Council.— It was stated toy the Mayor that so far the Borough Council had 'been bearing practically all the expense in, the upke.ep of the pouml, and he moved that the County Council be notified that the existing agreement between tile two. Councils shall cease to exist from the 30th of April, 1912. An application for the holding of; a box-ball alley in a building belonging to the Trust Lands Trust was not granted, as the report from the Sergeant of Police was not in favour of a license being granted to ; applicant. ' A letter was received from the secretary of the Masterton Municipal, Band, inviting tire Mayor and Councillors to be present at a farewell concert to be tendered' on the 18th inst. to Bandmaster Hutchinson.— It was decided' that' the Council be represented by those members who could conveniently attend'. A communication l was read from theClerk of Awards in connection with a dispute under the ' Industrial Conciliation and Arbitration Act and its amendments,, in. which the Borough Council are cited to appear, as far as the matter under dispute concerns the employees of the Council.— The Mayor explained that the Council was only concerned in regard to plumbers and gas-fitters engaged in the .municipal gasworks,, and thought ti.at the best plan for the Council was to be represented at the sitting of the Court, as he thought they had a ' very good case.— C'r Ewington moved that 'Mr Blacknian, the Borough gas manager, be appointed to repi-esent the Council at the meeting of the Conciliation Board, and that he he instructed to apply for exemption for stlie Borough Council in matters in connection with the laying of watermains, and work connected with the gasworks, as the Council had all, work supervised by skilled workmen.—Carried..

In connection with tlio increase in the gais manager's sal an-, it was decidd to hold' the matter over till next meeting, as it had already been decided in committee that an increase would he granted at the end of the financial year. Cr Donald complained that the sanitation in several houses within the Borough was not at all satisfactory*, and he thought, tho sanitary inspector should mate a house to house inspection. After dkscupsioti, it was- decided, on the motion of Cr Donald and seconded hv Cr O'Leary, that periodical inspection visits he made by the sanitary inspector, to see that sanitary matters were kept in a satisfactory state. The monthly reports of the Borough Engineer and .Gas Manager were read and confirmed. Accounts amounting to £1657 Is 6d were passed for payment.
