A BILL ADOPTED. (Received March 12, 12.30 p.m.) WASHINGTON ,March 'll. ©y 14 votes to 1, the House-of Representatives Committee on Inter-State Commerce adopted the Government's Panama Canal Bill. Tho measure gives the President authority to fix tolls within certain restrictions. The maximum toll is to be six shillings per ton and the minimum not less than an -amount sufficient to operate and maintain the canal efficiently. The President is given power to make all appointments, including that of a Governor of the Canal zone. It is not proposed to place tolls on United States or the Republic of Panama's vesse-ls. Yes-sels controlledby railway companies are to be absolutely prohibited passage through the canal. The same provision affects vessels belonging to any shipping ring.
