The release of the young man who was imprisoned at Christchurch for adefiance of the compulsory provisions (.;' L'.IO Dl'i'OLlCO Act ll' a- l VVa^
towards bringing the system of universal training into disrepute. It would have boon, far bettor that the system had boon entirely'voluntary, than that the compulsory provisions should have boon rendered nugatory 'by Ministerial intervention. Apart from the effect that this lapse will have upon the morale of the defence force, the principle of relieving individual members of the community from the penal responsibilities of a violation of tho law will strike a severe blow at the legal processes for maintaining law and order. If Parliament endorses the action of the Executive in this matter, it will be morally bound to remove the penal clauses of the Act entirely from the Statute .Book.
