General Yuan Shih Kai appoints a Premier acceptable to the Nanking Assembly, and visits Nanking later to form a Provisional Cabinet. The seat of Government will be fixed according to exigencies. . It is estimated that the Provisional Government will require £7,000,000 monthly for half a year. A four-nation syndicate is arranging the loan.
