A MILD INSULT.
Possibly it- has not occurred to those Liberal members of the House who are aspiring to Ministerial honours that the policy enunciated by Sir Joseph Ward is somewhat of an insult to their intelligence and their constructive ability. Sir Joseph, has arrived at the conclusion that it is necessary, for the preservation of the Liberal Party, that he should retire from the Leadership. And yet he has the hardihood to say, in so many words, "Gentlemen, I am leaving you for the Party's goodbut, I; do not consider' there is one amongst you capable of outlining a policy, and so I have taken upon myself to construct one for you." What other interpretation can bo placed upon the action of Sir Joseph Ward? Those members who are heaping such lavish and ostentatious congratulation "upon the Prime Minister may find'room for reflection when they recover from their momentary aberration;
