; BRITISH CGAUiiNERS I PROPOSALS BY THE PREMIER, j (Received Last Night, 5.5 o'clock.) LONDON, February 21. The Right Hon. H. H. Asquith (Prime Minister) has submitted important proposals to the coal-mine owners aud miners, and has requested an answer on Tuesday. IN EVENT OF A STRIKE. (Received February 24, 10 a.m.) LONDON, February 23. Lord Dudley's agent bars advised him to permanently close the Saltwell's Colliery in the event of a strike. Most of the manufacturers of potteries (employing 50,000 hands), leading ironmasters in South Staffordshire, and J. V. Coats, Ltd., cotton spinners '(employing 10,000 hands), have notified'that there will be a stoppage of work in 'the event -of a strike. "PEACEFUL PICKETING." (Received February 24, 11 a.m.) LONDON, February 23. The' Chamber' of Shipping of the United Kingdom held a vigorous discussion regarding the abuses of peaceful picketing, and resolved that the Government must deprive trade unions of the, right conferred by the Trades Dispute :Act of inflicting damage with impunity. Sir Walter Runciman, President of the Board of Agriculture, although a Radical, said he strongly supported the repeal of the Act. ENCINEMEN WILL CEASE WORK (Received February 24, 11 a.m.) LONDON, February 23. The National Federation Colliery's engine men have decided to cease work in the event of a strike. They will, however, keep water out of the collieries. The Premier (Mr Asquith) conferr-.
