AN IMPROPER STATEMENT.
In the course of his speech in the House the other evening, Sir Joseph Ward said he had learned, from the highest legal authority, that Mr Massey could not obtain a dissolution if ho were to .become Premier. The obvious intention cf the Prime Minister was to influence those independents -who were inclined to vote the Ward (Ministry out of existence The impropriety of the statement will at once be apparent when it is remembered that the power of granting or withholding a dissolution is vested alone in His Excellency tho Governor. W r hat right had the Prime Minister to dictate to the representative of the /Crown the course he should, or should not pursue, in the case of an emergency ?
