DEBATE IN THE LORDS THE PROPOSED CHANGE. Received This Morning, 12.45 o'clock

LONDON, February 22

Lord Curzon, in tho House of Lords, raised a debate on the removal of tho capital of India to Delhi, and said chat the step was taken at the initiation of the Viceroy, who had only heeai in India a few months, and without consultation with those who had been responsible for the Government of India for twenty-live years. Not a single representative body in India favoured the policy. Ho feared that the removal of the capital would bo more serious for tho country than for Calcutta.. It was undesirable from a. military standpoint, and there, was also the danger of making the Government more 'bureaucratic. He condemned the new policy. The Bengal agitation was dead.

iEarl Crewe said tho Government had Dot departed from precedent in submitting the changes to Parliament. Without deprecating Calcutta, all knew that the Government was only carried on there for a short period of the year, and for the rest of the year at Simla. . The benefits of changing the capital wero greater than the damage sustained by any class of tho community.
