SETTLEMENT IN VIEW PROPOSED MINIMUM WAGE. (Received Last Night, 10.10 o'clock.) LONDOX, February 21. The English coal-owners' scheme propose:; a- minimum wage of 7s 3Jd for abnormal places, and 6s 3£d 'in other places. It is understood that the miners are averse to more than sixpence difference between the two rates. The Daily Chronicle states that o;x> suggested settlement is that the minimum wages should be given three months' trial, the State bearing, any extra cost to the coalowners.
